You can verify this by connecting to a headless machine with Anydesk, which will get stuck at 'waiting for image' or give you a black screen, and then connect with RDP. Competitors (including RDP, of course) manage to emulate a GPU output in headless mode while remotely connected. It's a well-known bug that Anydesk doesn't work in headless mode since Windows 10 and they've deceided in 2016 to permanently put this bug into the 'will not fix' category (because the new Windows graphics API is hard and noone's got time for that).
